Proposal Outline

We cannot successfully throw together a proposal at the last minute. Reading and analyzing the proposal solicitation or other proposal guidelines and using them to prepare the outline and format specifications is the single most important part of the proposal writing process. If the solicitation instructions include a required outline, use it. However, if it does not, one must develop an outline based on the evaluation criteria. Use the parser to break the solicitation statement of work into individual elements in outline format. Simultaneously, it builds the basis for a compliance matrix to ensure we meet all the requirements.
